Analysis of Make process enablers and best practices often produce some large internal gains in supply chain performance  (reliability, responsiveness & flexibility). 

Fundamentals like a basic finite capacity planning process are key.  In the absence of capacity planning plants typically use MRP to determine start and finish dates for work orders without any regard for available capacity.  The cost of this approach is high with expeditors and safety stock being the typical tools.
